Roadmap for Infrastructure Resilience in Madagascar
Implementing Partner: Build Change
Project name:Global Methodology for Infrastructure Resilience Review: Roadmap for Infrastructure Resilience in Madagascar
The collaboration between institutions in Madagascar, UNDRR, and CDRI, with UNOSAT’s support, has identified 50 key measures to strengthen infrastructure resilience in Madagascar.
This Roadmap provides detailed recommendations, divided into cross-cutting actions for all sectors and sector-specific strategies tailored to transport, energy, water, telecommunications, and education.
The measures were developed through systematic institutional reviews, sector-specific risk analyses using geolocated data, and evaluations of domestic practices against international resilience standards, ensuring a comprehensive approach.

Impact
1
The Infrastructure Resilience Review has uncovered critical gaps in energy and telecommunications, particularly within regulatory frameworks. In response, authorities are considering the development of new resilience standards and norms to enhance sector-wide infrastructure sustainability and risk preparedness.
2
Madagascar aims to expand electricity access from 15% to 70% by 2030, but resilience remains crucial. The review highlights challenges like funding limitations, institutional gaps, and maintenance issues. The roadmap identifies strategic opportunities to strengthen energy systems.
3
Stakeholders emphasized the need to enhance data for monitoring and evaluation and engage private operators for disaster risk best practices. Mapping energy infrastructure, assessing vulnerabilities, and identifying resilience levels will enable Madagascar to prioritize strategic interventions effectively.
