Bhutan’s National Plan for Infrastructure Resilience serves as a roadmap to strengthen critical infrastructure against natural hazards and disasters.
Developed by the Technical Working Group for Infrastructure Resilience, led by the Department of Local Governance and Disaster Risk Management (DLGDM) under the Ministry of Home Affairs, the Plan was created in collaboration with UNDRR, CDRI, and with support from UNOSAT.
This participatory collaboration identifies sector vulnerabilities, assesses risk exposure, and recommends actionable resilience measures, equipping policymakers and stakeholders with a strategic guide for safeguarding Bhutan’s infrastructure.

The National Plan for Infrastructure Resilience was developed through a collaborative effort among agencies across seven ministries. Its findings provide a strategic guide for nationwide resilient infrastructure development.

Government institutions have agreed to incorporate recommendations into their sectoral strategies and plans as part of implementing the 13th Five-Year Strategic Plan. This commitment ensures that resilient infrastructure development aligns with national priorities and supports long-term sustainability.

The National Plan’s recommendations will refine sector-specific data needs for a national database under development. This database will enhance tracking of critical infrastructure, facilitate cross-sector data sharing, and strengthen decision-making to ensure service continuity and resilience.
